Major changes to know:
- The number of classroom observations for teachers must be developed by the board, in consultation with administration, and teachers, but will not be negotiated by the collective bargaining unit.
- Collective bargaining agreements also may not include decisions about placement, policies regarding discipline or dismissal of teachers, and the adoption or development of an evaluation system.
- Year-end evaluations will be based on student growth and assessment data (at least 40% in 2014-15, and at least 50% in 2015-16) for the most recent 3 consecutive school year period (or data that is available), include specific performance goals that will assist in improving effectiveness for the next school year, and for a teacher requiring a midyear progress report, the school administrator, in consultation with the teacher, will develop a written IDP that includes these goals and training that is designed to help the teacher to improve.
- The district must notify parents whose children have been assigned to a teacher rated as ineffective on the past 2 year-end evaluations in writing. It must be delivered to the parent or legal guardian by July 15 proceeding the school year in which the student will be assigned to that teacher.
- Teachers rated "ineffective" on three consecutive year-end evaluations must be dismissed. Administrators rated likewise will be dismissed as long as they have been rated with the same tool all 3 years.
